I'm gonna swing by and rec thefarshore - we've got a tiny Symphogear cast of Maria and Elfnein, but it fits pretty much all your preferences anyway if you wanted to consider it for someone else. It's a medium-paced, backtag-friendly urban fantasy game based on the manga Noragami, so characters either come in as new incarnations of gods or as shinki, the weapons of gods (they get memloss'd, but the AC rewards system lets you regain memories. Neither role loses powers either). On that note, the AC is 2 proofs of either 5 log or 10 network comments a month, so it's 10-20 depending on which you use.
