Any androids could be interesting, given their connection to the game’s cast. (Gero in particular is responsible for the creation of two of them, and the bad future that three others hail from) As far as long-shots go, I've always wanted to play Goku off of Roshi (I really like their dynamic, and Super helped to build that up), the Universe 6 Saiyans, or Chi-Chi, and any of Goku's Saiyan family would be great, since Bardock, Gine, and Raditz don't really get explored outside of video games.
Once the Dragon Ball Super movie comes out, I'm planning on updating Goku to that, so once that's an option, Broly could be interesting based on what I've read. Nobody knows why they've been brought there, though characters have the option of trying to figure that out. Otherwise, there are mod plots and player plots that happen regularly. As a whole, the game is quite easy-going, with a lot of room for creativity. More information about it can be found here.
Applications and Activity Check are both insanely easy. For applications, you post your character's name to the taken list, and you're good to go. Activity Check happens once every few months, and you just post that you're still interested in playing as that character. As long as you've posted regularly and are staying in character, that's all you need to worry about.
