It's conquered some land (a significant amount? just enough to establish a stronghold?) and is making ground, but it's also suffered significant losses -- as has the rest of Earth's forces. The aliens lay in wait until one massive battle finally balances the odds in their favour and they begin their onslaught against humanity as a whole. The PSL would begin either before Cornelia's priorities shift, the moment that she joins forces with Troy, or after they begin working together? Yes, no?
