Action Fantasy is my jam. And it fits in if you took the Union and said they were like some group created to "fight" supernatural creatures (while secretly being run by "vampires" and werewolves that are intentionally giving out false information to the humans that work under them).

So you end up with humans that have been experimented on to make them strong enough to fight back (in some ways that are really fucked up and against the accepted "rules" like M-21), and Nobles that have all these terrible rumors about them that aren't true. It would be really easy to mix the AU with canon information.
