First, I would absolutely love to play off Makoto in a PSL if you're interested in that.

Second, I'd like to point you at deerington for her as well. Deerington is a horror game where characters are pulled into a fictional town in Maine that draws on all manner of horror and thriller themes, as well as mysteries. It has some elements where events draw on canon as well, and there is an overarching plot, plenty of room for player plots (I'm running one right now), and there's also chances for slice of life. Cross-canon CR is really easy to develop too! I have been in the game for a long while with Rei, and there is also an Usagi and a Setsuna around. Basically, it seems like it hits all your pings.
