I don't think modding is going to be a good fit for you at this time. That's about as direct as I can be about it. A lot of the attitudes you appear to be bringing to this game - or any other game - just don't line up with the community as a whole. Just to take one example: we are, for the most part, adults on this site. So censoring someone swearing is just a very bizarre, nonsensical choice, on top of treating even mild nudity as some sort of trigger (which it may very well be for some people, but coupled with everything else, seems pretty juvenile).

I think it's best to take a step back, observe other mod teams and see how they do things. As it is, right now, no one is going to trust you to mod a game with your name attached. You are doing a lot of weird tl;dr doubling down on even basic questions and that's also a turn-off.

Take a step back, gather your thoughts, and then come back with a better idea with better, clearer rules. Then people might give it a try.
