I've got a samurai from an alien-conquered Edo here (the place is a mix of 1860s, 2000s, and sci-fi - there's still a lot of old infrastructure as well as customs and traditions, but also shiny skyscapers, modern technology, and a spaceport). But we could take the whole alien stuff out of the equation if you'd prefer that! You likely know FGO's Hijikata - this is the same guy, basically, just not the Berserker version (though he can also blow a fuse and wreak some havoc). Also instead of pickles he's obsessed with mayonnaise (I don't know why the author made that change!).
I've only got some vague ideas right now and I'm a little intimidated because Fate lore is so much to take in, but this Hijikata lived on his own as a "feral" boy in the countryside for a long while (from roughly age 11-17; anime and manga pretty much skip over that whole time frame). Perhaps he can have encountered Shuten (AU'd to still be alive, or as a Servant already) at some point during that period (he picked fights with other boys all over the place and was a general nuisance, maybe that would have attracted her attention - or he could just have wandered too deep into the mountains), and then they can later cross paths again when he's an adult and the Shinsengumi's 'Demon Vice-Commander'? I'd have icons for both ages (and a little older yet).
Alternatively I could AU him into the Fate universe, but since it'd be a tall order to orchestrate a whole grail war maybe it'd be easier if she were the last Servant standing after one and needed a new Master to sustain herself on? That could again be set in the Edo period, but I could also AU Hijikata into any different time period (I'd just have to read up on Shuten's original time period first and think about what kind of life he might have led during those days - that also goes for the first idea above!). But since you know the laws and rules of the Fate universe better perhaps you have better ideas on that front.
I'm sorry if this is a little disjointed, but I thought it could be neat to see what kind of dynamic they end up with! We could of course also do a test run on a meme or two first of all, if you're interested.
