I am not sure it would be exactly what you are looking for, but might I suggest lastvoyages? The game is very focused on character development, and characters are sorted into two categories, Wardens or Inmates. Wardens are tasked by a mysterious entity called the Admiral to help graduate / redeem an Inmate, for which they receive....basically whatever they want! Inmates are pulled in after they die or a point in canon where they might have died so that, if they graduate, they get a second chance at life.
I think Rufus would make a very interesting Warden (not all Wardens are 100% morally upstanding folks, which is what makes it fun) - but ofc, that would be up to you!
As for a cast, there is me (Zack, a Warden) and Sephiroth (an Inmate). Both of them are post-ACC, but Remake/Rebirth stuff is very much loved!
