Hi! I know very much nothing about Oikatzo, but, I am genuinely intrigued by her. The series looks so cool. I need to track it down and read it. Whilst the powering nerfing aspect might iffier given Oikatzo can swap between human and tiger (if I understood correctly, do correct me if I'm wrong!), I think labofnaturerp might work for you? I understand if not, cause hey, you've got a genuinely cool unique character on hand.
Lab of nature is a invite only horror/comedy game. It is slow to medium paced with a check in AC. Characters with powers are nerfed in setting, getting powers back occasionally. Characters are taken from their worlds to be experimented on on a monthly basis by scientists for some unknown greater good. The game is focused on building CR, torturing your character and seeing how far you can push them.
