Ooh yes that absolutely sounds good to me! Will definitely send a PM when I get back on the computer (unless you beat me to it, which is also welcome) but in the mean time I can see lots of great potential with both of them bridging the human and youkai worlds in decidedly unusual ways, and connecting over that. She's very easy to AU to a historical setting, as well; in a couple of my favorite cases she was shifted back to the sengoku. Whichever setting she's in, she does her best to balance being a (mostly) proper young lady for the sake of her human family and getting entangled in youkai matters because she's a fox and can't possibly stay out of everyone's business.
He could very well meet her both as Zenko and as Hiroe separately; the former through both of them becoming entangled in trouble involving youkai, and the latter perhaps at the periphery of the imperial court? She'd definitely take to him being smart, kind of odd (ergo interesting), and very pretty unusually sympathetic toward the perspectives of youkai, and she'd certainly enjoy teasing him to bits, especially as more trust develops between them. As a Divine Trickster, she'd also be strongly inclined to throw his familiar point of view completely out of whack to help him realize his potential and know himself better, and only more so if it goes in a shippy direction. ...I'm also amused by the possibility of his spidermom and Zenko being acquainted adding another layer of peculiarity to things, whether shippy or platonic.
