Career criminals, you say? I was looking at Merlin as I'm not familiar with the others, but [community profile] snowblindrpg has a Joker who's gotten away with murder, along with an assassin who has also gotten away with murder. And a gang leader who robbed someone. All three of these things were done to House because he is an asshole and had it coming to him. There's no real law enforcement because everyone is spread out, the only NPC is a do-nothing Administrator who barely responds to people, and they're all slowly dying, anyway, in an Alaskan town that's been hit by a nuclear winter. It is a powerloss game, if that's a factor, but it's main premise is psychological horror with a side of mystery.

It wouldn't say it's super fast-paced, except for around events at times. There are massive spurts of activity, but the network is generally pretty active, along with the logs between traveling groups.
