Well lostcarnival fits most of your requirements! I'd say the amount of people who do prose vs action tags is 50/50 so if that's your pref I don't think it would be a problem! It's SoL with monthly events and an overarching meta-plot. Characters are members of a travelling carnival run by a fae known as The Ringmaster. They can be tricked into joining or get something in exchange for their service. We don't have a Persona cast, but I'd love to see an Akira/Joker if you're interested.
