Hello! I think we can offer you a great fit for a plot-driven game at tushanshu. The game focuses on player-directed outcomes, from smaller events right up to the metaplot. We're about ~40 characters right now, so we also fit your small game preference. I'd especially love to see Ed or October there, but all of your list there would do well in the setting.
